I am not sure if it just doesn't work for my Jack Russell or if I got the right one but when I use it all it does to him is just have him moving his head side to side he doesn't budge

It works
The whistle is not silent. You can hear it but it doesn't hurt your ears but it does work in getting your dog to listen to you.

Don't bother
Nothing more than a regular plastic whistle. Isn't even "heard" by a dog. Will likely be returning it.
