Questionable
Shipper needs better packaging. No paperwork, no hardware to attach wheels with. Arrived dented in 3 places, will need to buy screws and make a base to attach wheels. Will also need to remove on/off screw and see what's sticking out and where it needs to go. It spins as expected upon opening the package. Will try it out in the next few weeks and return if it stops. I do believe this is a scratch and dent item and was not sold as one though.

not happy
item came damaged and dented. box was in pieces, Walmart refused to ship me another box and kept telling me I'd have to find one to get refund. I don't exactly have access to 2ftx2ftx3ft boxes.

This was dented, missing screws, functional but not worth the money
