I'm not at all happy with the delivered condition of this purchase. I won't give a review of a previously used—not new item. This isn't the quality I've come to expect from Walmart. The circle paper cutter was clearly repackaged (apparently by the previous purchaser and returned). Surely the company should have been more diligent to inspect that it was resold and sent out to another purchaser. The cellophane it was wrapped in was sloppily held together with clear tape and what looked like a crinkled mailing label that was used in lieu of tape on one end. The item came with no instructions for use whatsoever. And smudges were visible on the product surface from inside the clear wrapping. If this item had been stocked for sale on the store shelf by Walmart I would have never purchased it. The sad thing is, this isn't my first time having delivery and/or product quality issues with Walmart's sales of products from third party vendors. This item and another item from this order each arrived in separate deliveries—in a timely manner—which l appreciate. (But the final item from that same order hasn't arrived yet.) I had vowed not to make these types of purchases ever again. But an online purchase was the only means to redeem the store credit from the last time a third party purchase was problematic.
