NOT 3YRS ! THIS IS INFANT/TODDLER SIZE!!!
It worked ok for us, as I needed a smaller helmet for a very petite 23mth old so she can ride her "bike" at daycare. this fits her exactly. if you need a helmet for UNDER 3, this will work. probably why its on clearance-- the package says both "toddler size" but then also "3yrs " its too small for "3years !!" other than its tiny, its a good quality helmet. I'd say fits size 1-3years.
