Silver curls.
This is the only one I've found that makes these new silver hilights behave.

Ogilvie Home Perm for short hair
I have short white hair, and this perm gives me curl and body for about two months. My only complaint is they don't last as long as they used to, thus necessitating doing them about every 8-10 weeks.
