It would be really adorable with a pair of jeans but I could also see it being worn over a swimsuit at the pool. The material is very lightweight so I think it could be worn year around.

The inside isn't quite as soft, but it's not uncomfortable material by any means. The tie-dye pattern is soft and the colors are nice. It's not very heavy and is about the thickness of a t-shirt. My daughter really likes the look of it.
