Dirty and malfunctioning
The controller was dirty , I took a toothpick and cleaned the seams of the controller and wipe it down with a wipe and the wipe was DIRTY. Secondly when I went to use the controller it was not working correctly the character moved on the screen without anything being touched on the controller
