It still goes off when it's on off

I gave this product 3 stars simply because I can not find any information as to the reason there is a removable red cap that screws on opposite the horn's hole. Why it is there and the purpose it serves, can't find anything online anywhere. Beyond that, seems to be as advertised.

I used my first container 4 times with very quick, short blasts and it is now not working. Just received at end of July.
