Give it time.
The scale was a little hard to read at first. When I wound the handle down all the way, below the lowest in-lb, I saw what looked like scratches. Come to find out it was grease that was use to lubricate it. I wiped it away several times, but a little still shows up if I wind it down too far. The inch pounds seem correct, and I am pleased with my purchase.

Unlike the one at my local Auto place who listed an Inch Pound wrench that turned out to be Foot Pounds this wrench is actually in Inch Pounds. The handle does not fit tightly around the shaft as all my other torque wrenches do but hopefully accuracy doesn't suffer because of the ill fitting dial grip handle.
