I think it is a really nice prep for what I need it for but could have sworn said locking wheels! It has 4 with brakes but can't figure how to engage them. Other tool box's you just step on the lever. Plz advise If I'm doing something wrong thank you

this rolling cart was the worst I ever delt with for two days we tried to put together with no success I took it back
