I'm not sure if it is really fluorescent
I'm not sure if it's really fluorescent but it does cover the surface in a nice permanent water proof orange. I got it for some Halloween decoration and it is doing the job.

Best over a white background
Absolutely perfect. You can never go wrong with Rustoleum. The fluorescent goes best on a light background like white.

Definitely need to lay a white base layer first. What ever this paint hits just absorbs the color and it's not vibrant without the base coat
